Dear members Greetings from QIC & AC Initiative,Delhi ; This is to inform you that Assisted Reproductivity Technologies (ART) bill & Rules 2008 is uploaded in this site http://icmr.nic.in/art/draft_art.htm, inviting comments from the various stakeholders. This bill is drafted by 15 members committee and going to be tabled in the coming winter session of the Lok Sabha for discussion. Till present date,in the absence of a Statue to regulate the use of ART in India, which has an estimated 200,000 in-vitro fertilization(IVF) clinics and 13 to 19 million infertile couples(estimated by WHO), Various issues like scrutiny and licensing of clinics,standards and practices followed, credentials of sperm banks and confidentiality on sperm donation, and rights and liabilities of surrogate parenthood were unsolved. So QIC & AC Delhi feels that drafting of ART law & Rule 2008 is very significant from the angle of exploitation of patients going on in the hand of uncontrolled commercialisation as well as various legal,cultural,social and ethical issues surrounding surrogate parenthood. QIC & AC Delhi invites comments and suggestion on the Draft ART bill & Rule 2008 from the group members to follow up a detailed discussion to generate debate, information gathering from various agencies and to contribute in the drafting of the bill.
